Jeff, did you run a medium control (no cells added)? If yes, and you see spots there - then these are false positive spots caused by aggregates of secondary antibody. Please, filter secondary ab after dilution, before adding to plate with low protein-binding syringe filter, 0.2um pore size. This will get rid of them - completely.
